Genauer: der Gebrauch des bestimmten Artikels (The use of the definite article)

Man verwendet ihn immer dann, wenn eine Person, eine Sache oder ein Begriff/ Wort aus einer Gruppe besonders hervorgehoben werden soll, bzw. näher bestimmt wird.

- The man over there seems to be tired.
- Sara lives an the house next door.

Plural forms of common nouns

The children of our neighbour play in the garden. (Die Kinder unseres Nachbarn...)

Material nouns
Water is an important resource. (Das) Wasser...
Bread is more expensive today. (Das) Brot...
The water in that sea is not clean. (Das Wasser in diesem Meer...)
The bread from today is nicer than yesterday. (Das Brot von heute...)

Abstract nouns
Life can be nice sometimes. (Das Leben...)
Drugs is a danger to people. (...für die Bevölkerung)
The life of a musician is often busy. (Das Leben eines Musikers...)
The people of the village vote for that guy. (Die Bevölkerung des Ortes...)

Parliament = das Parlament

The definite article with proper nouns (bei Eigennamen)

Sara is a good housewife.
I didn't wrote a letter to Mr. Smith yet.
Where is Grandma Sally today?

Grundsätzlich steht vor Eigennamen kein bestimmter Artikel.
In der Mehrzahl wird allerdings ein bestimmter Artikel vorangesetzt.

Im Gegensatz zum Deutschen steht auch dann kein bestimmter Artikel mit dem Eigennamen, wenn diesem ein Adjektiv vorausgeht.
